Elevator inspection certificate and escalator inspection certificate, also known as Elevator permit and Escalator permit, is a certificate/permit that indicates whether or not the elevator (or escalator and moving walkway) has passed a periodic inspection. They are normally printed on regular A4 paper, a card, or a sticker. They are usually displayed inside the elevator car[2][3][4][5][6], on the elevator wall[7], or concealed behind a cabinet for elevators. They are usually displayed near the escalator entrances for escalators.
Additionally, if the elevators (or escalators) fail the periodic inspection (or are not inspected after a certain period), a “Order Prohibition” or similar sheet will be posted on the elevators (or escalators) to indicate that they are not to be used.

The New Castle County Land Use Department enforces code compliance for elevators and other conveyances to ensure the safety of the riding public and to protect elevator industry workers. State and county codes specify the elevator enforcement provisions. Installations, maintenance, and inspections must all adhere to ASME A17.1-2016 and A18.1-2014, as adopted in the 2018 International Building Code, as amended by New Castle County, and the New Castle County Property Maintenance Code. On an annual basis, the owner is responsible for ensuring that the elevator meets all safety standards. Before receiving a Certificate of Compliance and Operation, it is the owner’s direct responsibility to schedule the necessary safety inspection to ensure the safe operation of their elevators. On the request of the elevator owner or service company, the state of Delaware requires licensed elevator maintenance companies to complete any maintenance as well as the necessary safety inspections and tests.
