The CTEL Authorization & CLAD Certificate is a four-course, fully online program that addresses the belief that providing a successful educational environment for English learners necessitates an understanding of first and second language acquisition theories.

English Learner Authorization (CLAD) was created through CTEL programming by UC San Diego Extension in cooperation with UCLA Extension and UC Riverside Extension to address revised program requirements, and received Commission approval on January 17, 2008.
Admission to the program requires a valid California preliminary teaching credential. Candidates must be admitted to an approved program and complete 18 quarter units in an approved program; a combination of CTEL Exams and approved coursework; or be awarded equivalency and satisfy any requirements considered necessary by an approved program in order to meet California academic criteria for an English Learner Added Authorization (CLAD).
To be eligible for a formal recommendation to the Commission for an English Learner Added Authorization, all candidates must maintain a GPA of 3.0 or higher and receive a grade of “C” or higher in each course (ELA1). For the purposes of recommendation, grades of “C-” or lower will not be considered.
