When an infant is born, the original document that certifies a live birth within the United States—that is, the original US birth certificate—must always be kept on file at the local vital records agency office in the area where the birth occurred after the hospital has submitted it for recording.
You can drop your request off at the local Office of Authentications between 8 and 9 a.m. Monday through Friday if you need your authenticated birth certificate in 2 to 3 days. The clerk will set up a time for you to pick up your documents within the next three days.

These forms of birth certificates are all approved true documents that come from the regional vital statistics departments and cannot be signed by a Notary before being validated by Global Affairs Canada.

How to obtain an apostille follows a specific procedure. The measures for document approval are as follows: a competent authority in the country of origin seals the document (or a certified copy of it) or attaches it to a separate cover (called an allonge). The secretary of state or equivalent in U.S. states and the District of Columbia, the clerks and deputy clerks of U.S. federal courts, and the U.S. Department of State Office of Authentications are also responsible authorities in the United States. An apostille certifies that a text is suitable for use in a foreign jurisdiction. However, in order for an apostille to be recognized, the document must have been published in one Hague Convention country for use in another Hague Convention country.

Prior to state authentication, some states require birth certificates to be validated by the County Clerk. Birth certificates and the Letter of Exemplification issued by the New York City Department of Health, for example, should be validated by the County Clerk before being approved by New York State.
Apostilles and Authentication Certificates are both provided by the Secretary of State. The country in which the document will be used is used to determine which certificate is issued. Documents destined for use in countries not party to the Hague Apostille Convention are issued with Authentication Certificates. Documents destined for use in countries that have signed the Hague Apostille Convention are given Apostille Certificates. If your documents are going to be used in China, for example, you’ll need authentication certificates.
